香港CEPA協定の概要

労働組合 緊密な経済パートナーシップ協定 (CEPA)2004年に香港と中国大陸間で締結された自由貿易協定は,香港企業の市場へのアクセスを強化する協定である.CEPAは3つの主要分野をカバーする:

  • 商品取引
  • サービス取引
  • 貿易と投資の促進

Through CEPA, Hong Kong-based companies gain preferential treatment in the mainland market, often enjoying advantages beyond China’s WTO commitments.

商品貿易枠組み

  • ゼロ関税: 273 香港で製造された商品のカテゴリーは,中国大陸に関税なしで輸出することができる.
  • 拡大: 2006年以降,製造業者からの申請により,追加カテゴリが対象となる.
  • 起源規則 (ROO): Products must meet CEPA’s origin rules (principal process rule, change in tariff heading, or 30% value-added requirement).
  • 認証: Manufacturers must obtain a Certificate of Hong Kong Origin – CEPA to claim tariff benefits.

This framework strengthens Hong Kong’s role as a manufacturing and innovation hub, especially for products with high intellectual property value.

サービス貿易枠組み

CEPAは香港の企業に18のサービスセクターへの早期および特権的なアクセスを提供し,以下を含む:
